Julia Pinover Kupiec is currently the Chief Public Policy Officer for the Jewish Board for Family and Children’s Services (JBFCS), a multi-million-dollar mental health nonprofit dedicated to supporting disadvantaged New Yorkers. In her role, Julia is the primary lobbyist, advocating for mental health system reforms to improve access and outcomes for underserved populations.
Previously, she served as Special Counsel to New York Governors Kathy Hochul and Andrew Cuomo, advising on ethics, crisis response, poverty alleviation, and legal compliance, including during the COVID-19 response. She also led impactful civil rights work, opening the NYC office of Disability Rights Advocates, where she negotiated pivotal settlements to enhance accessibility for people with disabilities.
Julia holds a B.A. from Dartmouth, a J.D. from Georgetown, and an LL.M. from NYU Law, and is a sought-after guest lecturer on social justice in law at institutions like Yale, NYU, and Columbia. Known for her judgment, advocacy, and commitment to social impact, she resides in New York City.
